From the perspective of duality...right and wrong, good and evil...the Dark Brethren are the Draconians who have persisted in forcing their will and power on the known galaxy. They may have been known by many names, mostly given by those they have wronged or conquered. Galactically, these Draconians are often referred to as the Ciakahrr Empire that have been banished from another galaxy. However, on a much larger scale spiritually, the philosophy and ideology they live by that perpetuates the service-to-self places them under the same umbrella as the Sons of Belial on Atlantis, or metaphorically, the Sith in "Star Wars".

As point of reference and to distinguish the negatively-oriented Draconians from the positively-oriented, I have been allowed to refer to them as The Dark Brethren.
The Dark Brethren are militaristic, relying on order and might to survive, thrive, and ensure stability in a continued existence of domination. Power is maintained and kept through brute force and deceit. They fully trust and comply in the hierarchy, and so political coups, or overthrowing the government does not occur. Loyalty above all else, even at the risk of losing or sacrificing one's honor. However, their sense of honor is misplaced in the spoils of conquest and acquisition of power. Their own people are natural resources to be used, abused, and consumed; yet, the continuation of the race is incredibly important. Killing one’s own people must be absolutely necessary and for the good of the race such as in the time of war or make room for stronger additions to the Draconian race. Other species, however, are not only expendable, but inconsequential.
After the exodus into the Milky Way, they regained a tight hold on the remaining subjects, but once they realized the reduction in population, the Dark Brethren sought out the deserters. They ultimately failed to find and recapture many of those that broke away. By the time many were found, the “deserters” were too powerful in military strength to be extradited back into the fold. The Dark Brethren became overconfident in their military prowess despite the exodus. But they had hundreds of thousands of years to rebuild their empire. However, the “deserters” had the same amount of time to build upon a defense for protection and strengthen it, ultimately surpassing the Dark Brethren.

The Dark Brethren failed to realize the might of their military beyond masterful strategies and tactics were the implementation of technology. Technology that was appropriated largely from those they subjugated. Scientists and inventors who did not willingly work for the empire. Those who were freed due to the opportunity afforded by the exodus, also known as the Flight into Twilight, exercised their service to others to create technology to withstand invaders and conquerors...namely, the Dark Brethren, and eventually the Draconian/Orion Alliance that sparked the Orion Wars.
